  1. When a pool detect that a block has been mined, a new block is sent to all the miners in the pool to start working on the next block immediately. That block is usually empty or almost empty in order to send it as quickly as possible. They do that because any amount of work done on the previous block is wasted.

    ~~After a few seconds of collecting unconfirmed transaction, they send a new block containing those.~~

    After downloading the full block and validating all the transactions in that block, they send a new block with transactions from the mem pool which weren’t included in the previous block.

    Sometime, a miner get lucky and manage to mine that empty block in seconds, before the pool has time to prepare a “proper” block.
